Can I avoid paying cotisation if I close my enterprise individual business?

I have following questions about my business setup in France:

  1. I had a meeting with RSI and since I have an enterprise individual business. I have to pay cotisation in 2016 - around 900 euros. Even though my revenue is 0 euros. I want to know whether or not can I avoid paying this?
  2. If I close the business before the due date (beginning of November), do I still have to pay that?
  3. When I close my business in France in the mid November (I have arranged to pay plusieurs fois), do I still have to pay the rest in the following year?
