Bank Account to Secure Avis

I now have a “bank” account with Wise (Belgium IBAN), an investment account in the USA and documented Social Security account. The website https://administration-etrangers-en-france.interieur.gouv.fr/, Demander un avis sur un projet CST entrepreneur/profession libérale appears not to accept the Wise Belgian account. Do I really need to have a French IBAN to get the Interior Ministry to accept the submittal and grant an avis?
