Auto-entrepreneur RSI scam?

I registered online as an auto-entrepreneur two weeks ago and received my SIRET number etc. last week. Two days ago, I received a letter with the heading Repertoire social des tva intracommunautaires Direction General des adhesions. It also says Annee 2011. At the bottom of the letter it states Somme a regler (en euro) 334.58 euros. It also says I have to return the letter and cheque within 8 days.

Do I make this payment? I have not started doing any work yet so obviously have not made any money. I am confused as I did not realise there were start-up costs?
