Auto-entrepreneur regulations for a builder?

I have a friend who has UK experience (self-employed) in the form of a letter from a UK company (not a limited company) stating that he worked for more than 3 years as a general builder and tradesman. My friend’s accountant here has told him that this no longer qualifies for auto-entrepreneur regulations and that anyway the process takes five months or more and is very difficult. Is this correct?

Also, I have another friend who is Romanian who has worked as a builder for the 14 years - the last three of which were in the UK. If he can get a letter from his previous employer(s) - British or Romanian - can he apply for auto-entrepreneur status? Finally, do you recommend any particular company for auto-entrepreneur insurance for these activities?
