Auto-entrepreneur for pasty, cakes and catering business?

I am helping a friend set up a business in France. She wants to rent a small apartment with a good kitchen and working space, and from this base conduct her business. I hope she will be able to rent a small apartment as if it were a domicile (so that in effect she would be working out of her home, and not from a commercial local). Would you know how I could confirm that?

She will sell items she makes (artisan? traiteur?), pastries and cakes and caramels. Trained chef pâtissier, with professional certificates and currently running a baking business in which all proceeds go to charity, and she has a Canadian Food Safety Handlers certificate. From what I have read here and on the autoentrepreneur.fr and other forums, she could indeed set this up as a services-selling entreprise. Where can I get official confirmation about this? She intends to work on a part-time basis and irregularly throughout the year. 

She is Canadian (with residency in Monaco), and is not concerned about receiving unemployment benefits after the fact, etc. She has no intention of netting even close to 32,000 euros a year. Would you or any of the forum members be able to advise me on the viability of this project? Also, considering the question of her being able to work from home as an auto-entrepreneur traiteur and which administrative department I must contact for sanitation inspection (I assume this is requisite)?
