Assurance responsabilite civile professionnelle?

This question relates to point 2 of an earlier question. I checked with the insurance company for the assurance responsabilite civile professionnelle and they said:

After request made with our company, this one informs us that according to the French legislation insurance you can accept the guarantee civil liability for this activity only on the condition of having a diploma or either an equivalence document of diploma in England.

So they wouldn’t provide the cover?
