Are the new auto-entrepreneur social charges backdated?

I have seen the post regarding the new rates for auto-entrepreneur’s. I can see you say that this effects turnovers declarations from Jan 2013. Does this mean that the declaration due at the end of the month is based on the increased amount despite the fact that the turnover is backdated? For example, I have based my prices on 12% for commerce but would have to declare and pay 14%?
