Apply for carte vitale as inactif or wait to start auto-entrepreneur?

My wife and I have recently moved to France, I will be 60 next month, and we are at the moment both early retirees and not working. I have heard there is a new centralised system in Nimes for processing Carte Vitale applications from early retirees? I am, however, considering at some stage, maybe next year, setting up as an auto-entrepreneur to provide a little income. Should we try to apply for a Carte Vitale now, as inactifs, and how would we go about that? Or would it be best to wait until next year to see if I do decide to start up as an auto-entrepreneur?
