Appel de cotisations charges

Today my husband received two letters, appel de cotisations, one for 2009 and one for 2010. The 2009 letter is for 1,955 euros and the 2010 totals 5,409 euros (with an outline of three payments: May, August and October). We understood that all AP’s pay charges only on what they earn - and we have already declared and paid charges since he registered in June 09.
It seems that they are saying we must pay these charges as a minimum, whether we’re earning or not - which completely defeats the object of the AP system. Have you any information on this?
