ACCRE conditions changing?

I read recently on one of your blog posts that the criteria for eligibility for NACRE/ACCRE are changing:

You are eligible for NACRE if you have been unemployed without benefits for at least six months over the past 18 months - soon to be changed to unemployed without benefits.

Do you know anything further about this?  When it might be changing?
