10-year residence card holder eligibility to work

Bonjour Valerie,

I am endeavouring to confirm whether a 10-year residence card allows the holder to work, even if their preceding five years of residence cards/permits based initially on a VLS-TS visa did not allow them to work. I found two relevant articles on the French government’s Legifrance website.

Articles L426-17 & L426-18

Article L426-17 says:
“A foreign national who can demonstrate at least five years of uninterrupted legal residence in France under a temporary or multi-year residence permit or a resident card, stable, regular, and sufficient resources to meet their needs, and health insurance, is issued, subject to the exceptions provided for in Article L. 426-18, a resident card bearing the notation “long-term resident - EU” valid for ten years.”

Article L426-18
None of the exceptions listed appear to apply to VLS-TS holders.

Can you please confirm either way whether a recipient of a 10-year residence card is allowed to work? And kindly include the relevant French government website URL(s) if different from the one above.
