Which structure is suitable for my commission based business?

We have the opportunity of opening an agency business in France for a high value range of goods made in UK. We are currently carrying out some market research which seems favourable and as far as the company in UK are concerned we have the green light. However we would like to know what business structure is most suitable bearing in mind we are not sure how fast it will grow and what turnover we will achieve? Also, how to deal with with VAT in UK and TVA in France? Finally, what are our commitments with regard to tax and social charges when sales representatives are on a commision only basis?
