Where do I register as a farmer and how much will it cost me?

I need to know where I register as a farmer and how much it costs. Will I be able to be a micro enterprise and go under the regime micro social. My plants won’t be producing until 2013 so I don’t want to get hammered with big tax bills when we haven’t produced any oil. Also how much does it cost to get back out of the registration as a farmer. As you can see I’m good at growing 20 acres of plants, but struggling with the red tape bit.
