When do I have to declare my auto-entrepreneur turnover?

In this question you said I can’t make my declarations until January, however I just signed up for net-enterprises portal and the option to declare is there, but only for my primary activity (liberal) and not secondary (artisan). On top of that it tells me that I am now late in my declaration.So I am little bit confused why I was able to declare even thought that wasn’t supposed to be possible, and how can I declare my artisan activity income?
