What is required for starting a small business for baked goods?

My wife makes icing cookies with personalized messages etc as gifts for other businesses/people we know, and is being encouraged by them to make it into a business. It’s only a hobby for now and she would like to keep it on a small scale, stocking them in the local shops, selling online and possibly doing a workshop with local people from time to time.

Is her best option starting an auto-entrepreneur of her own? Would there be any patisserie licences involved etc? She’s looking to do it as a part-time project which wouldn’t generate a lot of turnover.
