What is attestation de dispense de versement?

Me and hubbie have both received this attestation - we are both registered as auto-entrepreneur’s separately. I understand its a dispensation but not sure what from - the letter says:
Una attestation de dispense de versement de la contribution au Fonds d’Assurance Formatin, afferent a votre activite de l’annee 2010
