Tea room or not a tea room business set up in France?

We are trying to open what we first thought would be a tea room business in France but are not so sure how it should be categorised now. Can you help please.

We will sell coffee, tea and soft drinks, sandwiches, homemade cakes, soup, salads, and pies via the business. Also on reading although answer you have posted to sell cakes you make yourself you need a qualification or:

You have practised for at least three years a profession requiring you knowledge at least equivalent to those of the internship.

My wife who will be making and selling the cakes has done this before in the UK but has no qualifications so how would she prove the three years business experiece?
