Start up business in France on carte de sejour competences et talents?

I’m currently living in France on a carte de séjour temporaire and have been for the past 3 years. My partner is on a long stay visitor visa and has the opportunity to get work and go on a carte de séjour compétences et talents. She has an Australian passport. If she obtains this visa is she able to start up a SARL business in France with another French citizen?
