Should I become a become a micro-entrepreneur in France?

With reference to my previous question what do I have to do to become a micro-entrepreneur in France? My daughter and I will then be able to decide which would be the best option for us, i.e. add it as secondary to her business or secondary to my pension. Our third option may be that if social charges are applied to sales in our size of business it will probably not be worth continuing. For the 18 months to the end of December 2015 our sales were 650 euros but our expenses were 1,044 euros.
As you can see 23.1% of our sales would take a huge chunk from us. You mentioned at the beginning that maybe the accountant thought it was a hobby. Is there a point were a hobby becomes a business?
