Set up a tea room and museum business in France?

I am wanting to open an English Style Tea Room as a part of a société à responsabilité limitée (SARL) business with my mother in France. I have not yet registered as a business and need a few things clarifying before I start on the paperwork. I’m aiming to set the tea room up in a farm complex I already own, with the tea room itself in an already converted barn, which will hopefully sit 20 to 25 people.

The business/commercial kitchen will be located in the newly renovated farm house, completely separate from my own day-to-day kitchen. I already have backing from my local mayor, who is more than happy to sort out the change of use from private to commercial. I just need help with a few queries about regulations and setting up;

  1. I am aiming to sell tea, coffee, juices, soft drinks, all of which I know I need the license from the Douane for. I’d also like to sell home made English style baked goods, such as cakes, brownies, muffins, tea cakes, etc. Apart from the food hygiene certificate/course, do I need any sort of license, qualification or certification to make and sell these?
  2. What are the current regulations for toilets (especially disabled toilets) for food enterprises? The building is very old (built 1923), and the building the tea room will be situated in already has one toilet that just needs updating.
  3. As another part of the SARL, I’d also like to open a museum. I already have the contents for this. I’m hoping to have one part of the museum in the larger of the two cellars on the farm complex. Would this be possible at all?
