Regulation for people operating a simple bed and breakfast business?

We have recently read that the government wanted to introduce increased regulation for people operating a simple bed and breakfast type option in France like AirBNB. This would involve registering for some form of certificate and increased cost and bureaucracy. I understand that after representations it was decided that rural property owners letting only one room occasionally would be exempt.
Can you please advise the position? From previous questions I understand that the income is added to the tax return but is exempt tax and social charges.
