Possible to change from Micro-Entreprise to Regime Reel?

I am registered as a Micro Entreprise but think I may be better to change to the Regime Reel, is this possible and if so is there a certain date in the year that I would need to change over by? Also is the social security % rate of 23% for services the same under the reel or are different rates applied?
