Planning permission ERP?

Can anyone point me to detailed inormation about ERP planning permission? I have read the information on the French government official website, but it isn’t detailed enough to answer my concerns. Basically I want to know whether if I have people coming and going all day, but at any one time there are only 5 people in each medium sized room, whether I need ERP or not. Hope that makes sense. I am trying to understand the threshold, and whether it is objective or based on the subjective judgement of an official. Alternatively, if anyone knows a telephone number I can call (I can speak French) I would really appreciate it. Just having trouble finding the contacts on the web.
