Is it possible to register online as Artiste Libre in France?

Further to previous discussions I have attempted to speak with URSSAF in Caen. It appears that they are all on holiday.
Is it possible for my wife to register her business in France online? If not can you advise where we could get an application form and what we we need to do? What documents are needed to be sent and any fee? We would not want to send a passport for example, but could send a copy. Ideally we would just like to register the business online or on the telephone when they come back from holiday.
She will not register with Maison Des Artites until she achieves 8,000 euros annual turnover. As an Artiste Libre does my wife need to complete a tax return as she will not earn enough to pay tax or social charges?
