Is it possible to open an auto-entrepreneur business as a handyman?

I have been trying to register my husband’s business as a handyman in France, e.g. cutting lawns, trimming hedges etc., but the Chambre de Metiers have come back and said that he cannot register for any type of gardening business as an auto-entrepreneur, even as a secondary activity. This is an agricultural activity and comes under the Mutualité Sociale Agricole (MSA), which is a completely different régime. My understanding was that cutting lawns and hedges was fine, but planting and weeding counts as an agricultural activity. Has the law been changed at all?

So apparently he can register as an auto-entrepreneur for odd jobs and non-agricultural work, but he would be limited in what he could do, depending on his qualifications and/or experience.
