How to start a Bureau de Liaison?

We want to start a business liaison office in France. We have few questions on how to deal with the process. We need a representative to run the office, which will be myself. The main company is in Turkey and I am not a partner of the company, I’ll be their manager in France. I have carte de sejour vie prive familiale which is with work permit itself.

So is that enough for me to be the representative person of the bureau? I’ve read somewhere about a carte commerciant or something, I wasn’t sure. What do we have to do and which papers would we need exactly? Would we have to translate papers to French (I assume we do), and can this be done in Turkey, or is it have to be an official translator of French authorities?
