How long does it take to get a titre de sejour commercant?

I am not French and I have student visa which I renewed last month. My student visa will expire in Nov 2013. I am the co-founder of a SARL company in France (already established) and want to apply for Titre de sejour Commercant in France soon.

Do you know how long does it take for the prefecture to accept or deny it?
Do I personally need to present in the prefecture when I get the recipisse?
Do I personally need to present in the prefecture when I get the visa?
My company was established in March 2012 and currently does not have any income. The capital is 13.000 euros. It is working on Information and mobile technologies. Is it a weak point for prefecture to deny the visa?
