How do I register as artiste libre in France?

Can you describe the process of registering as an artiste libre? Are there fees?

From what I have read, there seem to be two different tracks. One based on one time works of art and one based on royalty-type works. Do people ever function in both? Is that possible, for say, someone who is both a visual artist and an author? I’m asking this for future reference, not because that applies to me now.

What does apply now is that I receive some royalties as both an author (through books) and a musician (through CD’s) from works created in the states in prior years. I realize I need to claim future royalties as worldwide income in France. However, do I need to register as an artiste libre since I continue to receive royalties, or only if I intend to create future works in France?

Finally, how do performing artists fit into this structure? Let’s say I registered as an author since I intend to continue writing. If I were then to perform musically and receive payment, would I need to have previously designated that in some way in addition to being an author?
