How can I get affiliated to my husband’s carte vitale in France?

I closed my business in France back in 2012. My carte vitale then expired in November 2013 at which point I requested to be affiliated to my husband’s card (he is auto-entrepreneur). For almost a year now I have been emailing Radiance who eventually told me that I had to get on to RSI (régime social des indépendants) as it was they who were holding up the process. I have written to RSI but still have not had anything from them. Do you know of any other route I can take to get my card?
