Can we create SAS business without co-founders agreement at the time of creation?

We are thinking of registering société par actions simplifiée (SAS) business in France, we are three co-founders and we realised that it takes quite some time to register a SAS if we wait to finish the co founders agreement.

Can we register the SAS company in France while finishing the co-founders agreement?
