Can I register a business in France on a researcher visa?

I’m living in France to do my PhD (doctorate) with a scientific researcher visa. I have been thinking to start my own business with France as the base of it. I want to know:
- If I’m eligible to start my own business in order to register a company?
- If I invest a certain amount of initial amount required for my business, can I get rest of the amount as a loan from banks or government organisations?
- Please give me an idea, where exactly or who to approach to run the business smoothly, e.g. accountants, chamber of commerce, banks, business consultants etc. any of your suggestions who be highly appreciated.
