Can I create an estate agency in France?

I know that it is complicated to qualify as an estate agent with an own agency in France (university degree etc.), if you go by the French regulations. As I own and run an estate company in the UK, I wonder if I could create an office in France, based on the right of the freedom of movement and freedom to practise among the countries of the European Community. If it is possible to create the company in France, what does it take to do so? Would it have to be a sub-office of the English company, or could it be a new French SARL?
