Auto-entrepreneur and RAM

I am an auto-entrepreneur and have been for the past few years. In 2015 I began the process with RAM of adding my husband so that he would get a carte vitale. We have sent everything required and were waiting for approval. I am now told that the french system has changed effective 1/2018 and I can no longer add him as a dependent and that he needs to set up his own enterprise to get a social security number. Can you please advise? If this is the case how do we go about doing this? Thanks Julie
