Association, then SAS?

I’m starting a business with a French buddy of mine selling CDs that we make on the internet. He wants to start out as an Association and if we’re successful turn it into an SAS. He says that with an SAS we’ll be obliged to pay an accountant every month so the idea is to avoid fees in the beginning when we might not be making a lot of money. I’m interested to see if you will verify this information and, if not, please share your input.
