10 year guarantee scheme for UK registered electrician?

I have established that I can run my UK business and work occasionally in France and just quote and invoice from my UK address. I can also work under my UK qualifications as an electrician with no need to register anything in France. Customers ask about the 10 year guarantee scheme run in France. Would I be able to buy into this scheme (I presume its just an insurance policy) working under the presumptions above or can you only get this policy if you have a business registered in France?
