Why have I received a large bill for Assurance Maladie Obligatoire?

I signed up to the auto-entrepreneur scheme in October 2010, but despite paying tax for over a year I have got nowhere regarding a Carte Vitale. I have attempted to speak to the right people on several occasions and last month the RSI sent me another registration form which I duly filled in. Now I have received two letters from the RSI, the first says that they need a copy of my birth certificate with a certified french translation of it, otherwise they will not be able to supply a Carte Vitale. The second arrived two days later and is a bill for 1600 Euros relating to my Cotisation D’Assurance Maladie Obligatoire backdated to the date I first registered.

  1. Is this right/normal?
  2. I thought these costs were all covered by my regular declarations and payments, I guess I was wrong?

I’m going to call them and argue that billing me for something I haven’t had is unfair (if my french is up to it) but I’d like some opinions first, please.
