Who handles Impot Liberatoire and impact on personal situation

In early December you suggested that I contact Urssaf/RSI to let them know that I wished not to pay the tax impot liberatoire. I wrote to them exactly what you wrote in my last question and sent it via registered mail on December 8. I received a letter on the 15th of December that I do not understand. May I email it to you? Thanks
