Where to register a services à domicile business in France

Further to your comments below on a previous question:

I would say that if your wife only intends to look after your parents, she could restrict the business description to services à domicile (nettoyage, repassage, dame de compagnie). This would avoid requesting the agreement. If she want to look after other people over 60, than she should apply for the agreement. Her activity will be considered a prestation de services commerciales and be registered with Chambre de Commerce.

Can she apply for this online as I did for my Web Business?
