Where and how do I register my business of making and selling cider?

I wish to make and sell cider in Brittany, my first years production will only be about 2500 ltrs to see how sales go. I will be selling draught cider from the farm gate in 2.5 or 5 ltr containers. Do I get the licence first, or if I can register as auto entrepreneur, as the first years turnover will only be 5 or 6 thousand euros. Also what about duty on the product?
