When to start my micro-enterprise business?

I’m wondering when I should register my business in France. I would like to start officially the first week of September and I would like to register now so that I can start setting up my bank account. However reading your site you mention that registration should be done maximum four weeks before you start business… is this correct? Finally, if I could register now, I would be more than happy if you could help.
