When should I register as a micro-entrepreneur in France?

I am planning to setup a micro-entrepreneur business this year in France. There are a couple of complications.

I intend to move to a new apartment, in the same town in the next couple of months. Is it easier to wait it out and start the procedure with the new address or a changement de addresse after registering now is preferable. I don’t expect any income as well in the next couple of months, can use the time to build up the base for the business.
I am currently not covered under any French social security scheme. Is it better to be attached to the social security of my spouse (who is salaried) and then shift to the one proposed by micro-entrepreneur company later on?
