What is aide au chômeur créant ou reprenant une entreprise (ACCRE)?

I have just received my first business declaration for this year and on an enclosed sheet it has a section Beneficiaire de l’Accre (ACCRE). Please could you explain what ACCRE is and if I need to incorporate this payment. It has percentages to pay over 3 periods 5.8%, 11.5% and 17%.
