Should I charge TVA on services sold to EU businesses outside France?

Just following up on my earlier question Should I charge TVA on services for foreign businesses. The answer given was Yes, once you’re business is registered for TVA you have to charge it to all your customers, regardless of their location in the world.

I want to draw attention to this, which says:

Selling to businesses: You do not normally charge your customers VAT. Your customers will pay VAT on the services received at the applicable rate in their country (using the reverse charge procedure). You may still deduct the VAT you yourself have paid on your related expenses (goods/services bought in specifically to supply that service).

I was recently given similar advice by a French tax advisor, so I am now a little confused reviewing the information from here.
