Should a business charge TVA?

As an entreprise individuelle au reel simplifie or société par actions simplifiée (SAS) business registered in France, what is the distinction between business-to-business (B2B) and business to consumer (B2C)? If invoicing an auto-entrepreneur, would you charge TVA or would they be deemed a B2B client?
