SARL business charges in France?

We are still interested in starting a SARL business here in France and was wondering if you could answer a few questions for me. If we open a French company, do we have to pay charges even if we are not trading? We will not be turning over money for the first 2 months. Will we pay reduced charges or no charges for the first 2 years of the business?
