Restaurant licences rules for strong alcohol

In a previous message you directed me to link corresponding to the different licences.
As i know the cost of a part 4 licence is likely to be rather high, what are the criteria for a restaurant licence that can support strong alcohol.
In the early stages of development i could still potentially introduce a food service if this looks like a better alternative.
