Resident in UK with a business and open a business in France?

- I understand that one can live and run a business in the UK and have a business in France, so long as tax due from the business in France is paid in France - is this correct and are there more implications?
- The business in France (unrelated to the one in the UK) would be a shop run by employees. Which would be the best regime to register as, and what are the costs, rules and implications of having employees.
