Register as a labourer in France without a SIRET number?

Trying to register my nephew as a labourer in France, tried online and the site transfered me to the Chamber de Metiers site and would not let me proceed without a SIRET number, he doesn’t have one. Got a French speaking friend to call the Chamber de Metiers to arrange an appointment and they also require a SIRET number for him. Where do we get one please?
