Problem with NAF Code – Artisan status instead of Libérales

This is indirectly related to my previous topic Incorrect allocation to RSI instead of URSSAF so hope I’m correct in posting it as a new subject. I work from home as a Virtual Assistant (télésecrétariat) providing secretarial, administrative and bilingual services via the internet. On my auto-entrepreneur registration, I was going to put ‘secrétaire à domicile’ as my main activity but this did not appear in the NAF code list so I was advised to put Code 8211Z “Services administratifs combinés de bureau” as the best alternative.  I understood both these activities were classed as Libérales.  I also registered for the Option pour le versement libératoire de l’impot, so my tax liability would be 20.5%.

I then received a ‘Déclaration Trimestrielle’ tax form from RSI which only gave options of 23.00% for Prestations de Services Commerciales ou Artisanales and 23.5% for Autres Prestations de Service.  I have been to my regional RSI office, then the main office at Toulouse to query this. They tell me this NAF code is definitely classed as Artisan status and all the paperwork is correct.I have since found the APCE website which gives a Liste des Activités Artisanales and under the Métiers de Services section they have Services administratifs divers (limités aux services administratifs de bureau combinés). If I understand this correctly, then my NAF code is the only one in that sector which would be classed as Artisan.

Do you happen to know if anyone else has had the same problem or if there is somewhere I can find out exactly which NAF codes are classed as Artisan, Libérale etc? There is an alternative code of 8219Z I could use but this may cause the same problem.
