Opening online impot.gouv.fr account

I have just received an income taxe statement AVIS DE SITUATION DECLARATIVE A L’IMPOTS SUR LE REVENU 2018 in which the a bill montant de votre impot is 0€.

The document suggests that I access my account and gives the relevant details, until I reach the No d’access en ligne, it states “Voir votre déclaration”. I am reasonably certain that I have not made a declaration as I only became a micro-entrepreneur in April.
On the bottom of the form it helpfully suggests I use their secure email system to contact them, on the site I cannot access.
Can you suggest a way forward.
